- The population of English Language Learners (ELLs) in United States schools is growing, and school districts are challenged to address the unique needs of this group of students. ELL students face a high risk for reading difficulties, and schools need to differentiate their needs from students with learning disabilities. Test scores for 162 students from the 2012-2013 school year were analyzed to determine if ELL students who received Tier II reading interventions made comparable gains on the Florida Assessments for Instruction in Reading (FAIR) as non-ELL students who received Tier II reading interventions. Participants were selected from public elementary schools in Broward County, Florida. A quasi-experimental design was used, with an ANCOVA performed at the .05 level of significance in order to determine if there was a significant difference in learning gains made between the two groups. This analysis was repeated for solely the ELL students, in order to determine if those with an initial lower level of English proficiency who received Tier II reading interventions made larger gains than ELL students with an initial higher level of English proficiency who received Tier II reading interventions. Results showed no difference in the gains made between ELL and non-ELL students, nor in the gains made between the different ELL proficiency groups.
