|a Purpose: Florida Statutes, Section 1008.25(5)(b), Public School Student Progress, stated that beginning in the 2002-2003 school year, if the student's reading deficiency is not remediated by the end of Grade 3, as demonstrated by scoring at Level 2 or higher on the statewide assessment test in reading, the student can be retained (Florida Department of Education, 2003). This statute further stated that students can be retained up to two times in third grade if the substantial reading deficiency persists. In Miami-Dade County Public Schools, 2,161 students scored a Level 1 in reading for a third time on the 2004-2005 administration of the Florida Comprehensive Assessment Test (FCAT). These students were scheduled to be retained in grade 3 for a second time. The purpose of this study was to investigate the effect of double retention on the reading academic level of third-grade students on the FCAT. Method. The research study was a mixed-method study with quantitative and qualitative components. First, this study compared the 2005 FCAT reading scale mean scores of third-grade students who were double retained to those who were not retained. The researcher compared reading scale mean scores of 470 doubled-retained third-grade students to 500 who were never retained using an independent sample t test. A secondary focus of the study was to gain teachers’ perceptions by using a survey. This study asked 40 third-grade teachers in Miami-Dade County Public Schools to respond to specific questions about the FCAT. The intent was to explore teachers’ perceptions of the effectiveness of the state-mandated retention policy based on high stakes testing. Major Findings. According to the analytic results, the mean scale scores of double retained third graders when compared to third graders who were not retained were significant. The mean score of students double retained was 268.64, and the mean score of the students not retained was 314.32. The data analysis showed the level of significance was at the .01 significance. Therefore, the null hypothesis was rejected as the non-retained students did better than their double-retained peers. Major findings of the teacher survey revealed that 85% of the teacher respondents strongly agreed, or agreed, that instruction in higher-level thinking skills had increased since Florida implemented the Governor’s A+ Plan. In addition, 85% strongly agreed, or agreed, that reading skills had improved and increased in priority since Florida implemented the Governor’s A+ Plan. However, 75% of the teachers strongly agreed, or agreed, that important decisions, such as third-grade promotions, should not be based on the results of the FCAT. |
